Cityscape Slices of life and scenes in Richmond-The City of Richmond’s Department of Social Services has officially moved into the former Richmond Times-Dispatch building at 300 E. Franklin St., a downtown landmark the newspaper vacated in early 2024. The large Times-Dispatch sign was removed this month, but the shadow of the letters still marks the building’s facade, a subtle reminder of its former occupant. The new DSS location formally opens Jan. 14. Residents seeking assistance this week have been asked to visit the city’s South Richmond offices at 4100 Hull St. The building began its transition to social services offices in 2024, following the newspaper’s move to its printing facility in Hanover County.
