After more than a year of construction, a residential and retail complex is taking shape in Church Hill in the block bounded by Nine Mile Road, Fairmount Avenue and 25th, 24th and Redd streets. Looking north from S Street, the complex’s largest element is the new apartment buildings, at left, with 42 units that face Fairmount Avenue. At the center, just beyond a barricade blocking entry to 25th Street is the building that will house the new grocery store, the Market at 25th. At right, the steel skeleton of the J. Sargeant Reynolds Culinary School is going up adjacent to Nine Mile Road. The city has contributed $500,000 to support the development Steven and Kathie Markel are undertaking with other partners, including J. Sargeant Reynolds Community College. The site is just a few blocks west of the Church Hill North development that is bringing new apartments and homes to the property that once housed Armstrong High School at Nine Mile Road and 31st Street. A towering crane’s reflection almost looks like a staircase rising up the side of this 20-story Downtown building under construction for Dominion Energy in the block bounded by 6th, 7th, Canal and Cary streets. Crews and cranes have been at the site since work began last year. The building will be known as 600 Canal Place when it opens next year. Dominion Energy has presented plans to a construct a second building to replace its 21-story Virginia headquarters, One James River Plaza, located next door at 701 E. Cary St.

A bevy of volunteers work to weed and produce a bountiful harvest of vegetables at the Broad Rock Community Garden located at the intersection of Broad Rock Road and Stockton Street in South Side. The effort is part of the Resiliency Garden project under the coalition Beautiful RVA to increase access to healthy foods in an area that had been designated as a food desert by the U.S. Department of Agriculture. The City of Richmond provided the land as a Richmond Grows Gardens site, with the Ginter Urban Gardeners building the raised beds, an outdoor kitchen, play area for children and rainwater containers to use to water the crops. Duron Chavis, this week’s Free Press Personality, and Happily Natural are part of the coalition.

Lots of music, lots, of folk/ Richmond’s Downtown riverfront came alive with people and music last weekend as thousands of people turned out for the Richmond Folk Festival. The festival, produced by Venture Richmond Events, was free. But volunteers and other team members with the festival, including Ricardo walked around with buckets seeking donations to support the annual event that has brought world music to Richmond for the last 15 years. Richmond Public Schools Superintendent Jason Kamras was joined by members of the RPS School Board, Mayor Levar M. Stoney, and other elected officials to break ground on the site of the new Richmond High School for the Arts, which will replace George Wythe High School. “I’m proud that students on the South Side will soon be able to walk into a brand new state-of-the-art facility, but what I will be even prouder of is the future graduates and what they will achieve in their lives,” Mayor Stoney said. "If we give them opportunity, not just a building, I know without a doubt that any graduate can succeed in this city." Following a public process of community engagement and neighborhood meetings, the chosen design of the new school was made by Richmond parents, students, teachers, and community members. Residents voted for their preferred prototype and design styles, which were later approved by the RPS School Board.

Construction is one sign of normalcy amid the COVID-19 pandemic. Here, heavy equipment removes old concrete from the former Downtown home of Dominion Virginia Energy, the state’s largest electric utility. The work is in preparation for the dramatic implosion of the 21-story building in the 700 block of East Cary Street that is scheduled for Saturday, May 30. The 42-year-old former headquarters was vacated after Dominion completed a new 20-story building next door that fills the 600 block between Cary and Canal streets. Plans have been filed with the city for construction of a 17-story building on the site once the 1978 building is removed, but Dominion officials have not yet announced whether the company will proceed with the building to be known as 700 Canal Place. Along with 600 Canal Place, the company has employees in the 20-story 8th & Main building at 705 E. Main St. and in its three-building, national headquarters complex on Tredegar Street. In all, Dominion employs about 2,700 people at its Downtown operations.

The site of the former Oak Grove Elementary School has been vacant since January 2013 when Oak Grove-Bellemeade Elementary opened its doors. The Redeemer Assembly of Jesus Christ originally lost its bid of $275,000 to purchase the site after a City Council vote in August 2022. In September 2022, City Council approved Lynx Ventures’s request to purchase the site for $500,000.

Plans in 2016 had called for the old building to be converted into a commercial space, possibly for use by the city Department of Public Utilities. In 2019, DPU nixed the idea because of the cost of removing asbestos and other contaminants from the 11-acre site. The demolition has been in the works since July 2020. The site was best known for an iconic 60-foot-tall metal work called a gasometer that surrounded the empty, below-ground storage tanks. The gasometer has been carefully removed and could later be reinstalled as a piece of public art. More than $4.3 million has been invested to clear the old structures and remove contaminated soil from the property, which is envisioned as an East End development site.
