A drone under the control of a Free Press photographer provides this aerial snapshot of the site where Virginia Commonwealth University’s new Institute of Contemporary Art is going up. The $35 million building is under construction at the gateway intersection ofCityscape // Slices of life and scenes in Richmond Broad and Belvidere streets. The photo was taken Friday, Dec. 18. Work began a year ago, but construction was halted for six months to allow the site foundation to be modified to install geothermal wells. The institute, expected to open in early 2017, is to host experimen- tal art and performances.

Only dirt remains where the former Armstrong High School once stood at 1611 N. 31st in the East End. Heavy equipment now is preparing the site for the construction of 175 mixed-income and senior apartments. Construction is to begin this summer. Another 81 single-family homes also are planned for the site. The public-private development is the first step in the grand plan to attack poverty by replacing the nearby 504-unit Creighton Court public housing community that fronts Nine Mile Road. Once the new units on the Armstrong site are completed in 2018, the units will be marketed, with some Creighton Court residents to move in. That will allow demolition to begin in Creighton Court, which is also is slated for redevelopment. Former Richmond Mayor Dwight C. Jones pushed the redevelopment plan, which is being spearheaded for the city by the Richmond Redevelopment and Housing Authority. The city is funding infrastructure changes, while the private partner in the project is The Community Builders, a Boston-based nonprofit.

A sign was posted at the Maggie L. Walker National Historic Site in Jackson Ward informing visitors that the site is closed with the partial shutdown of federal government operations. The National Park Service, which is part of the U.S. Department of the Interior, is impacted by the shutdown brought on by President Trump’s insistence for $5 billion to build a border wall between the United States and Mexico. Congress has refused, offering $1.5 billion instead for border security. Roughly 800,000 federal employees are impacted by the shutdown, which was in its fifth day on Wednesday. Of those, 420,000 employees considered “essential,” including air traffic controllers, FBI agents and others, must continue to work without pay.

New concrete structures rise on land in the 1600 block of North 31st Street where the former Armstrong High School once stood. These are the first steps in the creation of 105 new apartments — 45 for seniors and 60 for families, a majority of whom currently live nearby in the Creighton Court public housing community. The $26 million development is being undertaken by a partnership involving a nonprofit developer, The Community Builders of Boston, and the Richmond Redevelopment and Housing Authority. The development is located near Nine Mile Road, about six blocks east of a residential, retail and commercial complex going up at Nine Mile Road, 25th Street and Fairmount Avenue that is to include a full-service grocery store. The foundation is being laid for the $6.3 million Eggleston Plaza at 2nd and Leigh streets in Jackson Ward, as captured Tuesday by a fisheye lens. When complete, the development is to include 31 apartments and a first-floor restaurant on the former site of the historic Eggleston Hotel. During the era of segregation, the hotel served renowned civil rights leaders, famous entertainers and other African-Americans who were barred from other Richmond hotels because of the color of their skin. The building collapsed and the site was cleared in 2009. The Eggleston family teamed up with developer Kelvin Hanson on the new project, according to city documents. MGT Construction is doing the work. The project is across 2nd Street from the Hippodrome Theater and Taylor Mansion entertainment, restaurant and residential complex. The planned development also includes 10 housing units going up nearby at 1st and Jackson streets.

Remembering Gabriel: Nearly two dozen people gathered Oct. 10 to mark the 218th anniversary of the death of Gabriel, the enslaved blacksmith who planned a rebellion in 1800 in what is now Henrico County. Gabriel fled after his plan was thwarted. He was captured near Norfolk and returned to the Richmond area where he was hanged on Oct. 10, 1800, in the area near the African Burial Ground in Shockoe Bottom. Last week’s commemoration was hosted by the Sacred Ground Reclamation Project of the Virginia Defenders for Freedom, Justice & Equality, which advocates for a 9-acre memorial park to be created on the site.
