Traffic on Broad Street flows past the new 15- story General Assembly Building at 9th Street in Downtown. More than $191 million is being invested in the building that was in planning since 2016, with development work starting in 2018. State officials are hoping Gilbane Construction can wrap up the work by this fall so members of the Virginia General As- sembly can be in their new offices ahead of the 2023 legislative session. Their offices were moved during the construction to the Pocahontas Building at 900 E. Main St. The new General Assembly Building replaces the former offices, which was comprised of four connected buildings with the tallest at 11 stories. The site once was home to the Richmond office of the Freedman’s Bureau after the Civil War and the Richmond Freedman’s Bank that largely served Black people. The site later was home to the Life Insurance Co. of Virginia before the state purchased it several decades ago.

Hundreds of people enjoy activities last Saturday at “Juneteenth: A Freedom Celebration” on the waterfront of the James River in South Side at the Manchester Dock. The three-day event, organized by the Elegba Folklore Society and its founder, Janine Y. Bell, marks the date on June 19, 1865, when enslaved people in Texas learned of their freedom after the defeat of the Confederates and Union forces took control of that state. Richmond’s celebration included educational sessions for people of all ages to learn about Africans brought to this nation 400 years ago and their struggles and contributions. At Saturday’s events, called “Independence Day Our Way,” Mary Williams sits in reflection at the site, which once served as a landing point for slave ships on the James River. A “Now Leasing” sign adorns an entry to the Church Hill North development on North 31st Street off Nine Mile Road in the city’s East End. While no announce- ment has been made, the sign signals that the yearlong construction on the first phase of new apartments is coming to a close. The development was undertaken by The Community Builders of Boston in partner- ship with the Richmond Redevelopment and Housing Authority. The site is the former home of Armstrong High School, which was torn down to make way for the new residences. The first phase was announced on Oct. 30, 2018, when work began to include 60 family units and 45 apartments for seniors at a cost of about $26 million. Work on another 70 units was begun earlier this year, and those units are in various stages of completion. The total development is to include 256 units, including a few single-family homes. The project is the first step in the overhaul of the nearby Creighton Court public housing community. Some Creighton Court residents are to be moved to Church Hill North as planning for renovation or replacement of the 504-unit Creighton Court complex continues.

Demolition has begun on the General Assembly Building at 9th and Broad streets in Downtown. The pillared façade that faces the State Capitol is the only part of the nine-story building that is to be saved. Planned for the site is a new 15-story building to be completed and opened by 2021. A parking garage also is to the part of the $300 million development. The money also is to pay for renovation of Old City Hall, the Victorian Gothic Revival building at right, which was built in 1894.

The site of an African burial ground at 5th and Hospital streets is shown from Interstate 64 going westbound. The name of the burial ground was added to the front side of a repainted gas station building constructed in 1959 at 1305 N. 5th St. Also known as the Shockoe Hill Burial Ground, the 1.2 acre plat on which this building stands is part of the original 1816 “Burying Ground for Free People of Colour” and the “Burying Ground for Negroes” (enslaved).

Efforts are in full swing to get youngsters ready for the start of classes in Richmond Public Schools. On Wednesday, Gov. Ralph S. Northam, second from left, and his wife, First Lady Pamela Northam, second from right, join Richmond city and school officials in filling new backpacks with school supplies at the Ultimate Backpack Supply Drive. RPS partnered with CoStar Group, the VCU Alumni Association and Communities In School for the fourth annual event that took place at The Diamond on Arthur Ashe Boulevard. The goal was to collect up to 15,000 backpacks to give to city students as they return to in-person learning for the first time since March 2020. The $3 billion budget City Council approved earlier this week includes $215 million that has been set aside for the school system to build a new building to replace George Wythe High School on Richmond’s South Side, and to rebuild William Fox Elementary in Richmond’s Fan District. Fox, which caught fire and was gutted during a three-alarm blaze in February 2022, has started to undergo roof work. Earlier this week various City officials gathered to assess the work and provide updates to news media. Fox is expected to reopen for the 2025-26 school year.

“That’s my daddy,” said 5-year-old Anais Lewis of Roanoke, while staring at the mural of his father, John R. Lewis, whose image and life was memorialized on May 26 at the Sankofa Community Orchard, 301 Covington Road on Richmond’s South Side. Mr. Lewis, who died in January 2021, taught students how to grow their own food and spent time “hanging out” in the garden, often keeping youngsters out of harm’s way as they got their hands dirty together. Mr. Lewis was the co-founder and executive director of Renew Richmond, a nonprofit that operated several urban agricultural sites and sometimes had pop-up stands where fresh produce that was grown and harvested by local Black youthS and adults was also often sold by them too. He advocated for Black communities to understand the power of gardening and self-sufficiency. Duron Chavis, the founder of the Sankofa Community Garden, said Mr. Lewis was one of the “founding fathers of Black urban agriculture in the City of Richmond.” The mural was created by lead painter Sir James L. Thornhill assisted by R. Vashti Woods, both of Richmond.

This property in the 4700 block of Jefferson Davis Highway, at the intersection of Walmsley Boulevard in South Side, is the site where Mayor Levar M. Stoney wants to relocate the city Department of Social Services, according to three members of City Council who attended a Oct. 29 briefing. The department is now located at 9th and Marshall streets across from City Hall. But that property is earmarked for redevelopment into a building with 457 apartments and space for a grocery store.
