‘Unbound 2019: Truth & Reconciliation’: In one of his first public appearances since the blackface scandal, Gov. Ralph S. Northam, guided toward the artifacts by Delegate Delores L. McQuinn of Richmond, chair of the commission, attend the opening of “Unbound 2019: Truth & Reconciliation” on Feb. 28, at The Gallery at Main Street Station. The waters of the James River rage through Richmond on Monday, fueled by fives days of heavy rain last week. During the weekend, the river crested 3 feet above the 8-foot flood stage in Downtown before returning to its banks this week. The Richmond area got soaked, with nearly 8.5 inches of rain between May 15 and May 19, according to the National Weather Service. The heaviest rain hit Friday, May 18, when 3.86 inches fell — a record for that day. The downpour created flash floods that trapped some motorists, toppled trees and temporarily cut off power to thousands of homes and businesses. That downpour followed the 2.67 inches that fell May 17, also a daily record. Ahead, more rain is predicted for the holiday. The forecast calls for sunshine Friday, May 25, with cloudy skies moving in for the weekend. A chance of thunderstorms is expected Saturday, May 26, with cloudy skies Sunday, May 27, and continued cloudy skies and a chance of light rain on Memorial Day, Monday, May 28. Highs are forecast to be the 80s Saturday and Sunday, dipping into the upper 70s on the holiday.

New citizens- At the podium, Judge Roger L. Gregory, chief judge of the 4th U.S. Circuit Court of Appeals in Richmond, talks to 96 immigrants and their family members during the Fourth of July naturalization ceremony where they officially became U.S. citizens. The ceremony was held outside the Virginia Museum of History and Culture on the Boulevard.

The historic Winfree Cottage has received some tender, loving care. At left, a photo published in the June 2-4 edition of the Free Press shows the previous condition of the small house that dates at least to 1866. At right, a photo taken July 11 shows the new look of the cottage after a fresh coat of whitewash and a new coat of paint on the roof. The 700-square-foot building, now owned by the city, has long been envisioned as a visitor’s center for the Richmond Slave Trail. It now sits next to the Lumpkin’s Jail site near North 15th and East Broad streets and Main Street Station. Rescued from demolition in 2002, the building has sat for 12 years on a trailer and steel beams awaiting a new foundation. It is said to be the last slave cottage still standing in Richmond, though that claim has not been verified. City records show it was purchased or built in 1866 by owner David Winfree, who then deeded it to his former slave, Emily Winfree, the mother of five of his children.

Sandra Sellars/Richmond Free Press Workers continue to pack and clear out the offices of delegates and senators at the General Assembly Building, 201 N. 9th St. in Capitol Square, which is slated for demolition later this year. The boxes are being moved two blocks to the Pocahontas Building at 900 E. Main St., which will be the legislature’s office center until a replacement building is completed on the site of the current building. The next step comes on Tuesday, July 11, when the state will sell surplus office equipment and other items to the public, government agencies and public schools. The sale is 9 a.m. for agencies and schools, with the public able to shop at 11 a.m. A portion of the General Assembly Building dates to 1912, when it was built for a bank. The building has housed the offices of state legislators since 1976. The governor and General Assembly have set aside $300 million for the new building and a new parking deck for Capitol Square. The money also will pay for renovation of Old City Hall, now part of the Capitol Square complex of state buildings.

Sandra Sellars/Richmond Free Press The first of 14 stations for GRTC’s Bus Rapid Transit is under construction. Work began last week on the station located on the north side of the 2200 block of West Broad Street between Allison and Strawberry streets, officials said. The work has closed the westbound curb lane on Broad Street in that area. Separately, the work to relocate utilities continues along the south side of Broad Street and along East Main Street to make way for additional transit stations. About $65 million is being poured into developing the speedier bus line — dubbed The Pulse — that will run 7.6 miles between Rocketts Landing in the east to The Shops at Willow Lawn in the west. The city is contributing $7.6 million and Henrico County $400,000. The federal government is providing $25 million, with the state contributing the remaining $32 million. The Pulse is expected to be in operation next October, officials have said.

Current and retired Richmond Police officers, including Henrico Police Chief Eric English, join Acting Richmond Police Chief Rick Edwards, right, on Sunday, May 7, in commemorating the hiring of Richmond’s first black officers 77 years ago. This annual ceremony sponsored by Engine Co. #9 and Associates was held at the Virginia Historic Marker at Leigh Street and Brook Road near the site of the precinct where the officers were first assigned. The marker reads, “On 1 May 1946, Richmond’s first professional African American police officers were hired and assigned to the First Precinct at Smith and Marshall Streets. They were Howard T. Braxton, Doctor P. Day, Frank S. Randolph, and John W. Vann. On 16 December 1949, Ruth B. Blair became the first professional African American female police officer hired and assigned to the Juvenile Division. On 18 July 1964, Sergeant Randolph was promoted to Detective Lieutenant. While challenged by segregated conditions and discriminatory practices, their perseverance created an inspiring legacy.”
