A three-way race appears to be shaping up to replace outgoing City Council President Michelle R. Mosby, 9th District, who gave up her seat in an unsuccessful run for mayor.

Behind the scenes, the candidates jockeying for votes include two veterans of the governing body, Chris A. Hilbert, 3rd District, current council vice president, and Ellen F. Robertson, 6th District, a former council vice president.

Sources said that newcomer Andreas D. Addison, a former technology innovator at City Hall who won the 1st District seat, also is competing for the job of presiding over the council and helping to set the meeting agenda.

None of the three candidates as yet has corralled the crucial five votes to secure the seat, the sources said. The race for vice president also could be heated, although the only name so far mentioned as a active candidate is that of Michael J. Jones, founding pastor of the suburban Village of Faith Ministries. He won the 9th District seat to succeed Ms. Mosby on City Council.

The leadership fight is expected to culminate 5 p.m. Tuesday, Jan. 3, when City Council’s nine members are scheduled to be sworn in and elect officers as part of reorganizing for the new four-year term.

The new council will be composed of five incumbents who won new terms and four first-time members.
