Damon Duncan leaves after getting paychecks from two housing agencies

Damon E. Duncan, who began working full time as the executive director of the Montgomery, Ala., Housing Authority in early May before wrapping up his full-time job as CEO of the Richmond Redevelopment and Housing Authority, has finally quit.
Mr. Duncan, who had announced his RRHA resignation on March 20, said at the time that he would remain on the job in Richmond for another 60 to 90 days to ease the transition. RRHA later announced he would remain until June 22, when Stacey Daniels-Fayson, the agency’s controller, would take over as interim chief executive officer.
However, Mr. Duncan had been hired by the Montgomery Housing Authority’s board on March 24 and began working full time there on May 4.
He was drawing paychecks from both agencies.
It became a point of concern for Robley S. Jones, a member of the RRHA Board of Commissioners, who pressed the board to have Mr. Duncan leave on May 21.
But the board voted on May 20 to retain Mr. Duncan until June 22, despite his other employment.
In a recent announcement, RRHA stated that Mr. Duncan officially left his Richmond post on May 29, and that Terese Walton, the agency’s executive vice president and chief real estate officer, is stepping in on an interim basis until Ms. Daniels-Fayson takes over on June 22.
The decision came during an emergency meeting of the RRHA board.
“We are confident in Teri’s ability to steer RRHA during this transitional period,” said RRHA board Chairwoman Veronica Blount.
