Mayor Levar M. Stoney takes part in a tour of the new artwork decorating four storm drains in Carytown. Here, the tour stops at Melissa Rosener’s “A Postcard to the James” at Belmont and Cary streets. The goal: To encourage the public to help end pollution of city streams and the James River by not using storm drains as trash bins.
