The Richmond Boat Parade of Lights returned Saturday, Dec. 13 starting at 5 p.m. from Rocketts Landing and cruising downriver to Osborne
Park & Boat Landing near The Lilly Pad restaurant around 7 p.m. Hundreds watched along the river and at popular viewing spots like Libby Hill
