Cityscape Slices of life and scenes in Richmond-The Lewis F. Powell Jr. U.S. Courthouse, headquarters of the U.S. Court of Appeals for the Fourth Circuit, is one of 12 regional appellate courts within the federal judicial system. This court hears appeals from nine federal district courts that include Maryland, Virginia, West Virginia, North Carolina, South Carolina and from federal administrative agencies.

Main St., the building, as seen from the State Capitol on Bank Street, currently is wrapped in scaffolding while undergoing a “clean construction project,” which includes renovating the roof, windows and other exterior elements of the courthouse.
